Topfree is most common when the Europeans are in SoBe which tends to be in the summer, but is seen to some extent year-round. Just don't expect to see 100% topfree, because it is not. 5-10% is typical. You can be topfree anywhere on the beach, and walking from the beach to the food stands or even to the hotel (if it is on the beach) is fine. Topfree is not seen on the boardwalk, which is really concrete, or on the streets of South Beach, but skimpy suits are seen just about anywhere during the day. The police are everywhere, but they have no interest whatever in whether you are topfree or in a thong. They mostly hand out parking tickets and they do that quite well.

Great time at Moorea Beach Club in Mandalay Bay. Its a separate, adults-only pool/bar area that allows women to go topfree. My wife absolutely loved it. Its cost $10 for women, and $40 for men ($50 on weekends). Totally worth it alone for the fact that there are zero kids around, and the plush lounge chairs. I'd guess about 75% of the women there went topless, very relaxed comfortable area.
Arrive at Gateway National Recreation Area, pay parking fee and follow signs north several miles to Gunnison Beach. Many enjoy topfreedom along with the hundreds often enjoying the beach in all states of dress & undress since it is a legal clothing optional beach. I have been there many times. There are modern rest facilities between parking & beach areas. Usually a vendor offers water & soft drinks, lotion & snacks. Life guards are on duty approx. 10AM to 6PM. Attenders are friendly but tend to congregate as singles, couples and in small groups-tending to stick with acquaintances. What an experience to share the beach, ocean & sky with a few hundred to a couple thousand fellow naked or topless human beings. I think of it as a university science course in comparative anatomy. I always hate to leave.
One of my girlfriends and I just got back from North Carolina Outer Banks. It was our first time there. We were at the beach in Kitty Hawk one afternoon, playing in the ocean, and I told Anne that I'd found out that being topfree was legal there. As soon as I said that, she peeled off her top. We continued to swim for about 45 minutes and when we came out of the water we were several hundred feet from our towels. Anne walked down the beach without bothering to cover up. My wife and I visit the beach at High Island, Texas, as often as we can all summer long. The beach is located just at the start of the Boliver Peninsula where you turn from Highway 124 on to Highway 87. Instead of turning right on to Highway 87, you would turn left, go around the road blocks and cruise down the beach. A little history for you. Highway 87 used to run all the way down the coast to Port Arthur but a hurricane in 1983 washed the road away. There are still small parts of the asphalt left but it's very scattered. I suggest a 4x4 vehicle to go way down the beach. The crowd at this beach gets pretty thick in the summer. It's a popular spot for being topless and nude.
